678 |b 1932 promovierte er am Seminar für Afrikanische Sprachen und Kulturen an der Universität Hamburg. Nach Aufenthalten an der University of Chicago und der University of California, Berkeley war er von 1933 bis 1939 Rockefeller- und Research Fellow. 1940 habilitierte Wagner sich an der Friedrich-Wilhelms-Universität Berlin. Anschließend war er als Dozent für Völkerkunde in Tübingen und für das Reichsministerium für Volksaufklärung und Propaganda tätig und nahm am Zweiten Weltkrieg in der Sowjetunion, in Griechenland und Italien teil. Nach dem Ende des Krieges gelang es Wagner nicht, eine neue Anstellung in Deutschland zu finden; er fertigte wissenschaftliche Arbeiten und Übersetzungen an. 1950 reiste er nach Südwestafrika aus und wurde dort Assistant Government Ethnologist für das Department of Native Affairs in Windhuk.
